Frank studied illustration and printmaking at Duncan of Jordanstone College of Art, Dundee then worked for a year for D.C. Thomson & Co. publishers, Dundee.
He then moved to London and worked for some years as a freelance illustrator. After returning to Scotland, Frank's cartoons appeared in the Herald, Daily Record and Scotland on Sunday.
In 1999 he became cartoonist of the Edinburgh Evening News, drawing a daily cartoon called Boyling Point until 2015. He twice won Cartoonist of the Year at the Scottish Press Awards in 2003 and 2006. In 2008 a major exhibition of Frank's work was held at the City Art Centre, Edinburgh.
Three books of his collected cartoons from the Evening News have been published.
Frank also draws and paints people and buildings and in 2018 he won the Glasgow Art Club prize at the RSW exhibition at the Royal Scottish Academy in Edinburgh.
